Project Marvel is the multi-billion-dollar downtown district anchored by a ~$1.3B Spurs arena at Hemisfair. Bexar County voters approved the venue tax (Prop B) 52.1%–47.9% in November 2025, and in August 2026 City Council declined to put the city's ~$489M share to a public vote — making every member's donor ties to the arena's beneficiaries and opponents a live transparency question.
